Abstract

With the recent increase in cross-border higher education, systems of quality assurance, accreditation and recognition of qualifications face big challenges. The Guidelines for Quality Provision in Cross-border Higher Education provide an international framework to protect students and other stakeholders from low-quality provision and disreputable providers. They provide guidance to key stakeholders on how to share the responsibility of assuring quality provision of cross-border higher education between the sending country and the receiving country. The Guidelines were elaborated in close collaboration with UNESCO. Abstract

Case studies demonstrating energy-efficient renovation of educational buildings collected by the International Energy Agency (IEA) provide information on retrofit technologies, energy-saving approaches and ventilation strategies. Some general findings are presented here along with one case study, Egebjerg School in Denmark, which shows how natural ventilation can be incorporated into a refurbishment project.

Abstract

« Les technologies de l’information et des communications et la gestion des patrimoines immobiliers éducatifs » était le thème d’un séminaire international du PEB qui s’est tenu à Montréal, au Canada, du 31 octobre au 3 novembre 2004. Le but de ce séminaire était d’examiner la question de l’intégration des technologies de l’information et des communications (TIC) à la gestion des patrimoines immobiliers éducatifs en se demandant comment ces dernières sont susceptibles d’améliorer d’une part la fonctionnalité des espaces voués à ces apprentissages, d’autre part leur confort dans un contexte de développement durable ainsi que la sécurité et la protection des installations et enfin l’optimisation de la gestion technique et administrative que l’on en fait. Les participants ont eu l’opportunité de faire le constat des théories énoncées lors du séminaire tout en visitant des institutions innovantes dans chacun des domaines à Montréal et en banlieue. Abstract

For many years the school system in the United States has measured success by the number of dollars spent, computers and textbooks purchased, and programs created. Moreover, the measures of success have not focused on academic achievement. Since 1965, American taxpayers have spent more than $321 billion in federal funds on kindergarten through 12th grade public education, yet the average reading scores for 17-year-olds have not improved since the 1970s, according to the U.S. Department of Education.1 In an era where standards, testing and accountability are at the forefront of debate in the education community, parents, educators, administrators, legislators and stakeholders require an objective way of ascertaining the progress of public schools throughout the United States...

Abstract

An international PEB seminar on “Information and Communications Technology and Educational Property Management” was held in Montreal, Canada, from 31 October to 3 November 2004. The aim of this seminar was to examine how information and communications technology (ICT) can be incorporated into educational property management by investigating three issues: how ICT can make educational spaces more functional and comfortable in a sustainable development perspective, how it can improve the security and protection of facilities and, lastly, how it can optimise their technical and administrative management. The participants had the opportunity to see the theories presented in each field illustrated concretely by visiting innovative institutions in Montreal and its suburbs. A brief summary of these visits is provided below.

Les études de cas réunies par l’Agence internationale de l’énergie (AIE) autour de la rénovation énergétique des bâtiments scolaires constituent une source d’information sur les techniques de réhabilitation thermique, les stratégies d’économie d’énergie et les méthodes de ventilation. On trouvera dans les paragraphes qui suivent quelques constatations générales, suivies d’une étude de cas (l’école Egebjerg, au Danemark) montrant comment intégrer la ventilation naturelle dans un projet de rénovation.
